The effect of cosmic rays on the body has been greatly exagerated, it's just a 6 month trip, the body can take it. Then, with ISRU and your own pressurized hab you have no problems with atmosphere, temperature, etc. We can build a base there with current tech, we don't need anything new.
Also, there's no market for helium 3. If you go to mine the Moon you'd better extract water for propellant and metals for manufacturing and construction. He3 is nowhere near a priority in the Moon, I'd say.
